Miriam will discuss the function and multifaceted work of the Milwaukee Fire and Police Commission. Her focus will be on critical issues and concerns surrounding the Milwaukee Police Department. Specific insights into the nature and prevalence of police misconduct and civil rights violations will be discussed. She will provide an analysis of what, if anything, has changed in the system from 2000 to today regarding these issues. Miriam will also explore the concept of a ‘police state’ and Milwaukee’s trajectory toward becoming one. Do we have the proper safeguards and Institutional mechanisms in place to prevent this potential outcome? Come listen and find out!
Miriam Horwitz is a graduate of Northwestern University, and Northeastern University School of Law. Miriam moved to Milwaukee in 1978 to accept employment with the Legal Aid Society of Milwaukee. In 1979 she became an associate in the firm Zubrensky, Padden, Graf & Bratt, eventually becoming a partner under a new firm name: Zubrensky Padden, Horwitz & Weir. At the firm, Miriam concentrated her practice on union side labor law, employment law, workers compensation and personal injury. In 2000, Miriam left private practice and became an Associate City Attorney practicing employment law and general litigation. In 2011 she was promoted to Deputy City Attorney responsible for the litigation section, supervising associate attorneys in employment law, construction litigation and civil rights (mostly police misconduct) cases. Miriam retired from the City Attorney's office in 2020. On November 1, 2022, Mayor Cavalier Johnson appointed her to the Milwaukee Fire and Police Commission. Her fellow Commissioners elected her Chair in July 2023.
